- Lead and support the development and implementation of procurement processes to deliver best value and innovation.
- Manage the procurement portfolio for infrastructure and corporate services categories.
- Report on key procurement progress and outcomes at meetings and boards.
- Ensure all procurement documentation is stored and accessible in SharePoint and the E-tendering Portal.
- Monitor and maintain the Procurement Tracker, identifying opportunities for demand aggregation and collaborative working.
- Develop and maintain robust procurement processes, procedures, and systems.
- Coordinate performance and stakeholder meetings, providing Secretariat support.
- Engage with stakeholders such as legal, finance, suppliers, and framework holders.
- Produce and present reports on procurement performance to senior managers and directors.
- Coordinate Governance Reports, ensuring timely delivery and approvals.
- Highlight procurement and strategic risks to relevant leads.
- Build and maintain effective relationships with the Procurement Team and stakeholders.
- Promote collaborative, lean, and innovative working practices.
- Raise the profile of procurement through cross-functional team working and networking.
- Ensure compliance with Public Contract Regulations, WMCA policies, and best practices.
- Utilise procurement systems effectively, from quotations to P2P completion.
- Ensure timely delivery of procurement stages, including advertising, supplier engagement, evaluation, and contract formulation.
- Purchasing/Procurement processes is essential; demonstrates experience of leading purchasing processes and supporting on tender processes; formulating Invitation to Tender documentation, evaluating tender responses, undertaking bid conditioning and bid clarification, debrief of suppliers, awarding contracts, managing supplier relationships.
- Experience of working effectively with stakeholders to achieve and communicate shared goals.
- Experience of advising and influencing senior management to accept procedures, systems, governance and methods of working.
- Ability to build credibility with key stakeholders and obtain their ‘buy in’.
- Able to effectively present information with a strong attention to detail.
- Effective time management skills and ability to work independently as well as a member of a cross-functional team is essential.
- Ability to manage multiple priorities under pressure, trouble-shoot, and to meet short and long-term deadlines.
- Strong analytical and problem-solving skills.
- Proficiency using Microsoft Office, Outlook and similar systems.
The location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.
