Contract and Compliance Manager

Following the devolution of powers to the WMCA, our procurement team have developed and expanded to ensure public money is well spent, and key deliverables are upheld. As part of this development, we have now created a new Contract and Compliance team, reporting into the Head of Procurement.

We’re looking for a dynamic and experienced professional to lead on high-impact and complex commercial contract management. As the first point of escalation for the Contract and Compliance team, you’ll work closely with the Business Partner to deliver strategic outcomes, manage a team of officers, and ensure contracts are effectively monitored and aligned with organisational priorities.

This role is key to driving service quality, achieving value for money, and supporting continuous improvement across commissioned services.

What you will be doing. 

  • Ensure services meet legislative, regulatory, and contractual standards.
  • Support commissioning of quality services aligned with performance and inspection requirements.
  • Collaborate with senior commissioners to resolve complex contract issues, including suspensions or terminations.
  • Contribute to service development and improvement initiatives.
  • Manage contracts with key stakeholders to ensure high compliance and alignment with WMCA objectives.
  • Facilitate meetings, workshops, and learning sessions with service teams.
  • Attend and report at meetings with colleagues, providers, and agencies.
  • Provide regulatory guidance to colleagues and providers.
  • Engage in staff development and continuous professional learning.
  • Oversee and review contracts to ensure performance and value for money.
  • Manage workload and provide regular progress updates.
  • Produce reports on monitoring, compliance, and contract outcomes.
  • Take corrective action when services underperform, including audits and follow-ups.
  • Ensure providers understand improvement plans, deadlines, and consequences.
  • Support data analysis for quality and contract monitoring.
  • Adhere to WMCA’s Constitution, Codes of Conduct, and all relevant policies and regulations.
  • Undertake additional duties as required within the scope of the role.

What’s essential.

  • Degree or equivalent in relevant field.
  • Team management and development, from 1-1s and appraisals to continuous development support.
  • Experience of reviewing contracts, ensuring compliance with governing body/ public sector standards and regulations.
  • Analysing and interpreting quantitative or qualitative information to make informed decisions or advise upon such.
  • Developing and delivering SMART action plans and monitoring such progress.
  • Working effectively in partnership with other organisations and agencies.
  • Effective collaboration with internal teams, with a view of developing and improving the service.
  • Collating a range of data and information, presenting in a clear and concise manner.
  • Knowledge of relevant legislative frameworks (PCR2015, PA2023 etc).
  • Ability to understand complex technical or legislative information and relay this back to non-specialist colleagues.
  • Excellent communication skills, both written and oral.
  • Influencing and negotiating skills.
  • Ability to establish and maintain good working relationships across the team and the organisation.
  • Ability to prioritise tasks and meet tight deadlines.

Location. 

The location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.

We advertise salary ranges, with new appointments typically starting at the lowest salary point. In exceptional cases, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees. Requests for salaries above the maximum advertised range will not be considered.
