West Midlands Combined Authority (WMCA) has a unique and exciting opportunity for a Head of Development and Delivery to join our Housing, Property, and Regeneration (HPR) delivery team.
This is a high-profile role facing into the Developer and Housebuilder market, as well as managing our relationships with our internal stakeholders and partners, particularly Local Authorities and Homes England.
Primarily the team is delivering gap funding for brownfield housing developments, although innovative approaches to the use of our funding streams are being evolved. This position necessitates a deep understanding of development, great relationships with the private sector, together with the skill to tailor an appropriate grant as part of the funding package.
You will be leading a team and managing the delivery programme worth an estimated £50m plus per year. it is expected that you will coach, motivate and develop the potential of team members to achieve our aims.
Many of the projects that we support are innovative and transformative. Their very nature pushes the boundaries of risk and profitability which necessitates the need for grant funding. This is a stretching, demanding, and yet exciting role, that will involve you in many cutting-edge developments.
What you will be doing.
- Inspiring and leading a high-performing team of delivery specialists, setting strategic priorities that align with regional objectives and fostering a culture of collaboration, accountability, and innovation.
- Building, developing and maintaining strong relationships with external parties, including developers and housebuilders, to promote the funds, collaborate and structure grant funding to address needs.
- Great communication with public sector organisations, to drive alignment and maximise impact.
- Accelerating progress by identifying and unlocking opportunities to deliver housing and regeneration projects, solving challenges with innovative and commercially sound solutions.
- Overseeing grant distribution from initial discussions to the delivery of homes, supporting a project to deliver on time, within budget, and meet performance targets.
- Providing the team with advice on funding structures, risk management, and problem solving.
- Raising WMCA’s profile, representing the organisation in the marketplace, and showcasing its impact on the region’s transformation.
What’s essential.
- Proven leadership experience, with a strong track record of managing and motivating specialist teams to deliver exceptional results.
- Strong business development capabilities, with a history of driving strategic partnerships and unlocking growth opportunities.
- Extensive knowledge of residential real estate markets, with a clear understanding of industry trends and dynamics.
- An understanding of funding solutions, possibly including loans, equity, or grants, preferably with some experience of application.
- Exceptional communication and stakeholder engagement skills, with the ability to negotiate, influence, and build trusted relationships at all levels.
- An understanding of different residential tenures including affordable and social housing.
- A degree in a relevant field or equivalent professional experience, ideally within a real estate company, financial institution or a similar environment.
