Recruitment Partner - Contingent Workforce

As a Recruitment Partner for the Contingent Workforce, you will collaborate with cross-functional teams in Payroll, HR, Finance, Procurement, and Recruitment to help develop, embed, and maintain a contingent workforce operating model. This model will encompass our off-payroll workforce, including contractors, consultants, temporary agency workers, and external secondees. Your active contribution will be crucial in applying this model effectively in practice.

What will you be doing?                                                                                                                                              

  • Actively support the development of policies, governance/controls, processes, responses to legislation changes, and operational enhancements that align with organisational needs, demand responsiveness, and legal compliance.
  • Work closely with managers to understand contingent workforce needs and streamline resource requests using existing frameworks to ensure efficiency and accuracy.
  • Build and maintain strong relationships with internal and external stakeholders, serving as the primary point of contact for all contingent workforce-related enquiries.
  • Implement and optimize tools and systems for tracking, reporting, and analysing contingent workforce data, ensuring accurate records are maintained.
  • Assist in the administration of IR35 responsibilities and ensure compliance with company policies, legal requirements, and industry standards.
  • Co-develop and evolve the promotion and implementation of external secondment approaches, both inward and outward.
  • Identify opportunities for sourcing outward secondment opportunities aligned with directorates' areas of activity.
  • Collaborate with Recruitment Partners, HR Business Partners, and Procurement to develop future-proofed contingency workforce sourcing frameworks.
  • Act as the account manager for existing agency arrangements, improving outcomes for recruiting managers and addressing non-compliance matters.
  • Work closely with Recruitment Partners and HR Business Partners to escalate contingent worker requests where permanency should apply.
  • Coordinate the contingent worker classification panel, providing support and recommendations on contingent worker types.
  • Provide influence, guidance, and training to recruiting managers to ensure compliance with contingency and external secondment policies.

About you                                                                                                                                                                   

  • Recruitment and/or HR experience, preferably with a focus on contingent workforce management.
  • Evidence of working with procurement teams to develop and embed supply chain frameworks.
  • Demonstrable partnering and consulting experience with HR colleagues and hiring managers.
  • Basic understanding of (essential) or in-depth knowledge of (desirable) regulations and legislation surrounding contingent recruitment (IR35, AWR, GDPR). 
  • Ability to work cohesively as part of a professional team.
  • Familiarity with utilising existing recruitment and/or procurement frameworks and tools.
  • Basic understanding of (essential) or in-depth knowledge of (desirable) the application of recruitment best practice processes relevant to contingent workers.
  • Knowledge of current employment legislation related to equality and diversity within recruitment and selection.
  • Ability to build effective working relationships with internal and external stakeholders at all levels.
  • Professional written and verbal communication skills with attention to detail and accuracy.
  • Evidence of continuous professional or personal development.
  • Professional training and development in practices pertinent to contingent workforce management (desirable)

Salary and Benefits                                                                                                       

We advertise salary ranges for job roles, with new appointments typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. Location 

WMCA operates a hybrid way of working, which involves a combination of office-based work and remote work. This approach allows for flexibility and adaptability to meet individual needs and preferences. We understand that not everyone can benefit from this way of working, and so we also promote flexible working options whenever possible to support work-life balance.

The location for this role is 16 Summer Lane. It is expected that you can split your time between the office and working remotely, with at least 1-2 days a week spent in the office.
